The Ministry gives the green light to the definitive award of the garbage contract giving the reason for the third time to the City Council (12/12/2018)

The Central Administrative Court of Contractual Resources of the Ministry of Doing has given the reason to the City Council in its decision to award the service of solid waste collection and road cleaning to the company STV Gestión, held last August, this being the third time which is pronounced in this procedure, whose processing began in March 2018.

Last May, the Court also threw separate appeals filed by the Popular Party and owners of Polaris World, this time against the specifications, and allowed to continue the procedure that has resulted in the definitive award to the company STV Gestión, which obtained the higher score adding the technical and economic section.

The appeal filed against the award by one of the merchants participating in the contest showed their disagreement with some of the criteria followed by the City Council in the adjudication.

However, the Central Court has dismissed all the claims argued by the company.

This Thursday, December 13 will be the signing of the new contract with STV Management, for an annual amount of € 3,381,440.78, with a duration of 4 years renewable for two years, and which will involve the total renewal of the park containers, which will be new and with twice the capacity, the end of the underground, the change of the collection system to lateral loading, and the increase to double and triple the frequency of street cleaning in neighborhoods and districts.

All this will be controlled by the City Council through GPS systems, measurement of real-time volumes, and quality indicators that will allow greater tracking of incidents.

The Councilor of Services and Public Road of the City Council, Mari Carmen Guillén, has highlighted "the number of improvements and new features of the new contract", which will mean a "revulsive waste management and cleaning in our municipality" .

"We have tried to get to each district and each neighborhood, increasing the frequency of cleanliness in a radical way, what the neighbors will notice very soon, as well as solving the problem of the containers, since some are more than 15 years old and are focus of complaints from neighbors. "

The Councilor has indicated that the start-up will be gradual and coordinated with the company, and expects to have lists the main developments in the first six months, with the exception of increased frequency in road cleaning that will begin to be noticed "from now".

For its part, the Councilor for Finance, Carlos Lopez, has pointed out "the high level of competitiveness of the offers submitted, which will mean a direct saving of 3%, which means € 107,000 less per year and € 428,382.68 in the first 4 All this by providing more and better services, having therefore fulfilled this very complex tender with the objectives proposed by the Government Team to improve public services without increasing costs or taxes to the neighbors. "
