City Council closes 2017 without invoices in the drawers (21/02/2018)

The Councilor for Finance and Communication, Carlos López, today presented the progress of the results of the close of the 2017 financial year. The City Council of Torre Pacheco closes the year with 16.9 million euros of long-term debt, compared to 30.04 that found the new government team in November 2015. The aggregate debt (long term + short term + commercial debt) goes from 41.5 to 16.9 million euros, at the end of 2017 without short-term or commercial debt.

The City Council has not needed to have short-term operations (credit policies), as was usual in the last 5 years, and despite this has managed to close the year with account 413 - what is known as invoices in the drawers - in 75,000 euros, compared to the more than 1.5 million euros at the end of 2016 that was dragged from previous years, which is practically a technical zero in commercial debt.

The Average Period of Payment to Suppliers (PMP) was 9.09 days, the lowest since records were recorded, well below the 111.93 days in which the government team found this indicator in 2015, and the first time in its history under the 30 days required by the Ministry of Finance to public entities.

In addition, last May, with the arrival of the new municipal auditor, Fernando Urruticoechea, the economic area of the City Council launched a Plan of Accounting Regularization, which has successfully completed the deadlines and objectives, with the payment of bills pending since 2013 and the return of those that did not conform to the requirements of compliance required by municipal technicians, putting order in the municipal accounting.

The reduction in political spending - with lower salaries for politicians and the elimination of trustworthy personnel -, saving more than 500,000 euros per year, and the rationality in the contracting of services and supplies, with savings, for example in electricity of more than 350,000 thousand euros a year, have allowed the City Council to reduce its non-financial expenditure by more than 1.6 million euros since 2015.

According to López, "Torre Pacheco begins to recover economic normality after some very hard years in which neighbors have had to bear the burden of brutal indebtedness due to poor political and economic management, burdened by the construction of large pharaonic works as the Regional Museum of Palaeontology -8 million euros-, or the new Town Hall -15 million euros. "

"A new stage of stability is opened, in which the City Council must begin to promote spending actions with efficiency and sustainability criteria," said López, who also pointed out that "the Government Team, from the different areas, He is already working on the preparation of projects to make financially sustainable investments, which the neighbors have been demanding for many years. "

Paving of streets, arrangement of public roads, parks and gardens, energy efficiency actions with the change to public lighting LED, and rehabilitation of public buildings fall within these actions, "necessary and urgent in its majority, and that will result in a better urban quality and environmental sustainability. "

"This Government does not intend to carry out any pharaonic work," Lopez explained, "but between 2018 and 2019 we must undertake those actions of small and medium size close to our neighbors, which affect their streets, the parks in which they walk, the sports facilities in which they spend their free time, and that deserve to be taken care of in the first place ".

The Councilor of Finance also had a word of thanks for "the staff of the economic area, for their commitment to the project and their effort despite the lack of resources, and all the technicians and staff of the City Council that actively collaborates in the fulfillment of the economic objectives set by the Government Team.
