The purpose of the City Plan III for Equal Opportunities between women and men is to contribute to improving the social, political, economic, familial and cultural citizenship cross application promoting the principle of gender equality.

The main innovation introduced by the Equality Plan III with respect to the above is to be articulated around two strategic lines serving eight priority areas of action and Twenty-two specific objectives.
This dual intervention strategy combines the promotion transversal and specific promotion of equality on the basis of fifty-five actions to take in the short to medium term during the period of the plan.
The proposed areas to develop Gender Equality Plan III are:
- Department of Culture and Sports
- Area of work life balance, personal and family
- Training and Employment Area
- Area of associations and social participation
- Area of violence
- Area of education and awareness
- Area Health and Social Care
- Area of municipal policies
