The Department of Citizen Participation and Transparency launches for the 2019-2020 school year a project of Participatory Budget specifically aimed at young people between 14 and 18 years of age who study at the Gerardo Molina Secondary Education Centers, Luis Manzanares, Virgen del Pasico, Pasico II and Sabina Mora.
It is a pilot project for the implementation of the participatory budget as a mechanism for youth participation in decision making and distribution of the municipal budget according to their interests and needs as they perceive them.
This project - implemented by the social entity Coglobal, specializing in the management of participatory processes - responds to the purpose of our Department to promote the co-responsibility and direct participation of the neighbors of Torre Pacheco in the planning and design of municipal policy , promoting the active participation of citizens in decision-making on matters that affect them, beyond mere consultation, and thus giving them a decisive role in the management of the local.
In this way, the young pachequeros and pachequeras who take part in these participatory budgets will be able to decide which investments or actions are most necessary for the municipality, establishing the order of priorities after contrasting and deliberating on their own proposals, which can range from the acquisition or improvement of equipment and facilities, cultural activities, sports, leisure, etc.
It will be the young people who lead the whole process and for this purpose a coordination and management body will be created, called the Youth Motor Group, formed by volunteers who will assume different roles and tasks (dissemination, communication, collection of proposals, deliberation, prioritization and management of the votes of the most supported proposals).
Finally, and given that political decision-making always translates into the execution of a budget, the City Council will make these proposals a reality of the sum of 30,000 euros of all the municipal budget items of the year 2020, assuming the municipal Corporation the commitment of carrying them out.
