| After being detected seven times in breach of confinement | The now detainee had already been denounced on seven occasions for skipping the measures defined in the state of alarm decreed by COVID-19 On one of the occasions he was detected urinating on public roads and on other occasions cleaning glass glasses. The Civil Guard of the Region of Murcia, within the framework of the operational devices established for mobility control to comply with the current state of alarm, decreed by the Government of Spain, has arrested a neighbor of Torre Pacheco for the crime of disobedience serious, after having intentionally and repeatedly skipped confinement on at least seven occasions during the last month. The action is framed in the police devices for controlling citizen mobility established under Royal Decree 463/2020, of March 14, which declares the state of alarm for the management of the health crisis situation caused by COVID-19. The first events took place last March, when the now detainee was in a park in the municipality of Pacheco consuming alcoholic beverages, when he was surprised by the members of the Benemérita Citizen Security Prevention Service, who were providing service for the fulfillment of the state.

Failing to justify his conduct, he was denounced for a serious infraction of the Law on Protection of Citizen Security. Just a few days later, the civil guards found him again on public roads without just cause, so he was again denounced for breaching the confinement. At the beginning of the month, this person was seen again on public roads, in this case he claimed that he had left due to urinate.
For this reason, the Benemérita denounced him again. Surprisingly that same day, just 20 minutes after this complaint, he was seen again on public roads.
He justified his presence by stating that he was watching the home of a friend, being denounced for the fourth time for breach of the ambulatory restrictions established by the state of alarm. This person, already known by the agents for his uncivic behaviors and that they were beginning to be repeated and intentional, was seen a few days ago again on public roads.
The latter was cleaning several crystal glasses and a Benemérita patrol, after coming to the scene, informed him that he was going to be denounced again to the Citizen Security Protection Law. Complaint that the attitude of the accused did not change, since again that day, a few minutes later, the civil guards observed him on the street, in this case claiming that he was going to visit a friend, for which he was denounced again and warned the seriousness of the situation and the need to remain at home unless just cause. After all these events, the Civil Guard again surprised the accused in the same conduct, bypassing the restrictions of the state of alarm without being able to argue his presence on public roads. Due to the intentionality of his conduct, the repetition of the same seven times in a month and ignoring the indications of the authorities, the civil guards have detained him as the alleged perpetrator of a crime of serious disobedience. The 46-year-old male detainee, Spanish, and a resident of Torre Pacheco, together with the investigative procedures, has been placed at the disposal of the Investigating Court of San Javier (Murcia).
